I'm not entirely sure, but you have to have 1 paying character before being allowed to transfer. Otherwise you get sent to some random world.

Haven't decided on which server yet, but I am gonna push my raiding shell to go for Server # 9 (like Ragnarok and Rabanastre are server # 9).

Will announce further as things develop.
